The Navy's public shipyards have historically been commanded by captains. A new pilot program at Norfolk may change that precedent permanently.
The contract announcement is one in a series the Navy has made to revitalize its four public shipyards.
The Pasadena's availability was done as part of a pilot project for a service-wide effort to improve the four public shipyard's efficacy.
